Community Development Block Grant Disaster Recovery (CDBG-DR) Projects
The Community Development Block Grant Disaster Recovery (CDBG-DR) program provides federal funding to assist communities in recovering from disasters, particularly those impacting housing, infrastructure, and economic development. Administered by the U.S. Department of Housing and Urban Development (HUD), CDBG-DR funds are allocated to state and local governments to support long-term recovery efforts, rebuild resilient communities, and address unmet needs that arise after disasters. These projects typically focus on rebuilding affordable housing, repairing public facilities, restoring infrastructure, and promoting economic revitalization in disaster-affected areas, prioritizing low- and moderate-income communities.

Project Description
This infrastructure project was supported in part by funding from the Community Development Block Grant - Disaster Recovery (CDBG-DR) program under HUD grant, DEO Agreement number IR003. The project, as provided on the City’s Flood Protection Information page, involved the installation of permanent backup generators at the following four wastewater lift station sites, in the City of Tamarac, Broward County, Florida:
- 6400 NW 57th Street
- 2811 NW 48th Street
- 9700 NW 77th Street
- 10100 NW 80th Street
Each generator occupies approximately 84 square feet, with a total of 336 square feet (.0077 acres) of floodplain area impacted. The project is now completed; the generators are fully operational, enhancing the City's storm resilience and ability to maintain essential wastewater services during power outages.

Grant Agreement
A subrecipient agreement was executed between the City and the State of Florida’s Department of Economic Opportunity, n/k/a Department of Commerce, for the City to receive the awarded CDBG-DR funds.

Citizen Complaints and Appeals
Pursuant to and consistent with Amendment 1 to DEP Agreement No IR003, the City provides the following information on a citizen’s right to file a complaint or appeal and the process for filing a complaint or beginning an appeal:
The City of Tamarac has agreed to “resolve citizen complaints in a timely manner, within fifteen (15) business days of the receipt of the complaint as expected by HUD, if practicable, and to provide the right to participate in the process and appeal a decision when there is reason for an applicant to believe its application was not handled according to program policies. All applications, guidelines, and websites will include details on the right to file a complaint or appeal and the process for filing a complaint or beginning an appeal.”

The city “will handle citizen complaints by: (a) Conducting investigations, as necessary; (b} Finding a resolution; or (c) Conducting follow-up actions.
Applicants may appeal program decisions. related to one of the following activities: (a) A program eligibility determination; (b} A program assistance award calculation; or (c} A program decision concerning housing unit damage and the resulting program outcome.

If the complainant is not satisfied by the City’s “determination or FloridaCommerce's response, then the complainant may file a written appeal by following the instructions issued in the letter of response. If the complainant has not been satisfied with the response at the conclusion of the complaint or appeals process, a formal complaint may then be addressed directly to the regional Department of Housing and Urban Development (HUD)” at:

For Fair Housing Complaints, the Florida Office of Long-Term Resiliency operates in accordance with the Federal Fair Housing Law (The Fair Housing Amendments Act of 1988). Anyone who feels he or she has been discriminated against may file a complaint of housing discrimination: 1-800-669-9777 (Toll Free), 1-800-927-9275 (TTY) or www.hud.gov/fairhousing.
Fraud, Waste, or Abuse
The City of Tamarac is committed to preventing, detecting, and addressing fraud, waste, and abuse of federal funds. Employees and contractors are encouraged to report suspected fraud, waste, or abuse without fear of retaliation.
If fraud, waste, or abuse is suspected, it must be immediately reported through the following mechanisms:
- Suspected fraud, waste, or abuse must be reported immediately to the City’s Grants and Governmental Affairs Manager and the Financial Services Department for review and investigation.
- If further action is needed, the case will be escalated to the City Manager’s Office for review and potential corrective action.
